On July 17, 2018 Phillip Peng was arrested in Pahrump, Nevada possessing an endangered wild desert tortoise that he had mutilated and kept on a leash.
PENG used a power drill to make 2 holes through the shell of the tortoise where he attached a metal leash. The tortoise was also found in a deep container of water when PENG was arrested and the animal was fighting to avoid drowning. A tortoise does not swim. A herpatologists that examined the animal stated the drilling of holes into its shell would have caused extreme pain and suffering, hundreds of nerves connect to the shell. The shell had also been fractured. Further, part of the nails in its feet had been worn off from it trying to escape the cable tether. Peng stated he kept the tortoise in this condition for about four years.
Peng was also charged with Assault with a Deadly Weapon after allegedly pointing a gun at someones head, False Imprisonment and Carrying a Concealed weapon without a valid permit. It is well documented that those committing animal cruelty often escalate to committing crimes against humans.
The Nye County , Nevada Sheriff arrested PENG on two counts of felony animal cruelty. Subsequently, the Nye County, Nevada District Attorney dropped the one charge and only filed one misdemeanor charge of animal cruelty when the Nevada Animal Cruelty law applicaple substantiates a felony charge. (Case 18CRO3572)
It is just and proper when applying the Nevada State law in this case, (N.R.S. 574.100 (1) (a) 6 (a) that the Nye County Nevada District Attorney, Angela Bello and Christi Kindel, (filing Deputy) reconsider the charges and that the crimes committed by PENG be elevated to felony animal cruelty because they are, in fact, felony animal cruelty.
The crimes committed and the allegations and admissions made by PENG are torturous and outrageous.
The Nevada Desert Tortoise is a federally protected and endangered animal. The only way to prevent and reduce animal cruelty is to hold people properly accountable that commit it.

Horrific details have emerged following the arrest of 3 men after an investigation of a suspected illegal slaughterhouse in Loxahatchee Groves, Florida.
Animal Recovery Mission investigators conducted the six-month undercover operation called Operation Groves.
According to ARM’s Facebook page, “The property was discovered while investigators were conducting an investigation in a nearby area and on February 8, 2018, ARM immediately launched an investigation. The undercover investigation revealed Operation Groves was running an illegal slaughterhouse where numerous animals were being tortured and slaughtered for human consumption violating the state animal cruelty and slaughter laws. The unsafe meat was also illegally distributed into Broward County, Miami Dade County, and Palm Beach County’s food chain.”
The video footage that was captured was enough to give you nightmares. The footage included goats being tortured by slashing their legs and throat while completely conscious and metal hooks being inserted into their bodies while hanging upside down. All this while the animals are attempting to breath.
The details continue with other animals including chickens and pigs that were also cut and tortured while suffering a slow and painful death in filthy butchering areas.
Thankfully, ARM was able to discover this horror of a slaughterhouse before anymore animals suffered under the hands of these heartless people.
Richard Couto, the leader of ARM, noted that the meat may have also been used for rituals like black magic; calling it “a very, extremely violent illegal slaughterhouse.”
After the raid, Palm Beach Animal Control came on site to remove all animals including cows, pigs, pigeons, chickens.
The three men that were arrested were Ricardo Cabrera, 57, Chico Allen Cabrera, 29, and Roberto Llorente, 65. Their charges include Felony Cruelty to Animals, Conspiracy to Commit Felony Cruelty to Animals, Kill Animals Inhumane Methods, Conspiracy to Commit Killing Animals Inhumane Methods and Cruelty to Animals.
According to Palm Beach Post, Palm Beach County Circuit Judge Ted S. Booras ordered Richardo Cabrera on Friday to be held in lieu of $139,000 bail on the 40 charges, six of them felonies, during a bond hearing. The other two men are also being held in lieu of bail.
The judge also made it clear that the defendants could not pay their bail with the money they received from their alleged crimes at the slaughterhouse. Prosecutors stated that the investigators seized $120,000.00 during their raid.
WAN applauds ARM and their team for uncovering this terrible place and we are thankful that the rest of the animals will no longer suffer.

Hindo was a 7 year old American bulldog who had been with her family since she was 6 months old. She was soft and gentle and liked to cuddle a blanket when she went to sleep.
On the 21st April, a drunken crowd of around 40 people gathered in the road outside Hindo’s home shouting, drinking and throwing bottles at nearby cars. Hindo and her family watched from their balcony, frightened. Her owner Cristian phoned the police 3 times and reported the situation and was told each time a patrol car was on the way. His mother was brave enough to go down and ask the crowd to stop throwing bottles. The patrol car did not arrive and 10-15 members of this mob climbed fencing and reached the balcony with broken bottles where they slashed at Hindo’s owner and his mother and picked Hindo up by her legs and threw her over the balcony. Cristian fought his way through the mob to try and reach his dog, who was being savagely beaten with sticks on the road where she had fallen
Hindo died from her injuries whilst being taken to the vet. She was murdered outside her home in front of her family. This happened in England. In a country famed for loving animals.
Hindo’s family can’t bring her back, but they want to know the people responsible for this are punished to the full extent of the law. And so do we.
Neighbours saw what was happening. 10 video tapes of this horrific event have been handed to the police. 6 people have been arrested so far and released on bail pending enquiries. 2 of those have already attempted to leave the country and caught. We are asking the Merseyside Police to ensure that justice is pursued vigorously for Hindo and her family. Please join us. What kind of person would waterboard a dog?
That horrible question was answered last year when authorities raided the house of Frederick Frameli after numerous complaints of animal abuse had reached officials.
One complainant saw the dog owner grab “a pup by the scruff of the neck and slam it to the ground” and hold another dog’s head underwater in a small tub of water.
When authorities arrived, they found eleven female dogs, including three wolfdog hybrids, in horrible condition. The dogs were emaciated or underweight, several had skin problems, curling toenails, and dead fleas, urine or feces on their fur. Frameli’s own home also reeked of urine.
Luckily the dogs were taken to a rescue facility and Mr. Frameli was held accountable for his actions. Judge Curtis Thompson, found him guilty of 12 counts of animal cruelty and he was fined $1400 plus $500 for waterboarding one of his dogs.
Now, despite some of the abuse being caught on tape and used in evidence at his trial, Mr. Frameli is trying to get the charges dropped.
This is unacceptable. Frameli did the crime, now he must pay the fine. He should consider himself lucky that he isn’t doing any time.

Thank you for supporting this petition for the past 4 1/2 years. As you all know, the trial of the man accused of brutally torturing and starving “Puppy Doe” is underway in a Dedham, Massachusetts courtroom and just this very moment we have learned that a verdict was announced!
Radoslaw Czerkawski is GUILTY of ALL 12 charges of animal cruelty!
Through daily testimony, we’ve learned more horrific details and information about Puppy Doe’s injuries and how she found herself the victim of a Craigslist pet ad.
Czerkawski admitted to purchasing Puppy Doe from a Worcester Massachusetts couple after responding to their Craigslist ad selling a young small pit bull named Kiya. That couple, according to their testimony, previously purchased Kiya from her original owner also via a Craigslist pet ad.
Kiya changed hands TWICE via Craigslist. That would mean that Kiya was passed off twice through a classified ad website ultimately ending up in the hands of a monster. If either owner had worked with a state approved rescue, or had conducted a thorough background check on potential adopters, instead of posting her on Craigslist like a piece of furniture, she might be alive and well in a loving home today.
Since Kiya’s death in August 2013 Craigslist have made zero changes to their policies for posting a pet ad. Simple changes might have prevented similar incidents where pets have fallen into the hands of abusers. Just as in 2013, Craigslist’s current position is that they do not allow the sale of pets on their site. The terms of this policy are the following: “no animal sales or breeding – rehoming with small adoption fee is ok.” Those of us in the rescue field know that these policies are not being enforced. There are countless ads posted by “backyard breeders” and others hoping to profit on the sale or transfer of an innocent animal. Craigslist appears to do nothing to stop this.
FEND will continue its efforts to represent the signers of this petition until Craigslist makes concrete changes to their policies.

While we had intended on not providing a new update until we have a verdict from Nosey’s trial, we received some stunning news just moments ago: the “owners” of Nosey the elephant have been arrested for charges of animal cruelty related to Nosey!
The Liebels are being processed into jail in Lawrence County, Alabama as I type this update. To obtain the most up-to-date information on this new development, please follow us on our social media channels. The links are listed at the bottom of this post.
We can also share that the trial for Nosey took place yesterday and went on for an extremely long 10.5 hours during which time both sides presented their case. During the trial, the veterinarian for the prosecution shared that Nosey has had x-rays completed that prove she suffers from osteoarthritis. When she arrived at the sanctuary, she was also found to have a urinary tract infection, roundworm, and an ongoing severe skin disorder, which has caused deep and painful cracks in her skin that were also riddled with infection. This disorder has been present for some time, and causes her pain as she moves.
In short, Nosey needs the ongoing care of a professional veterinarian in order to live her best life, which is NOT something the Liebel family can or will provide.
The judge will be issuing a written decision in the near future. CompassionWorks International has already filed a request to be immediately notified when that decision has been filed. At that time, we will provide yet another update on the fight for Nosey!

Moore County Man Charged in Fourteen-Count Dogfighting Indictment
Today a federal magistrate judge unsealed a superseding indictment charging Brexton Redell Lloyd, 54, of Eagle Springs, with one count of conspiracy and thirteen counts of violating the animal fighting prohibitions of the federal Animal Welfare Act, announced Acting United States Attorney Sandra J. Hairston for the Middle District of North Carolina, and Acting Assistant Attorney General Jeffrey H. Wood for the Department of Justice’s Environment and Natural Resources Division.
The charges returned today pertain to pit bull-type dogs allegedly kept by Lloyd at his residence in Eagle Springs. The Defendant allegedly possessed and trained the dogs for fighting ventures and conspiring to commit these acts throughout the United States. The dogs were seized by federal authorities in a search warrant executed in March 2017.
This case is part of Operation Grand Champion, a coordinated effort across numerous federal judicial districts to combat organized dog fighting. The phrase “Grand Champion” is used by dog fighters to refer to a dog with more than five dog-fighting “victories.” To date, approximately one hundred dogs have been rescued as part of Operation Grand Champion, and either surrendered or forfeited to the government.
The federal Animal Welfare Act makes it a felony punishable by up to five years in prison to knowingly sell, buy, possess, train, transport, deliver, or receive any animal, including dogs, for purposes of having the animal participate in an animal fighting venture. Under federal law, an animal fighting venture means “any event, in or affecting interstate or foreign commerce, that involves a fight conducted or to be conducted between at least two animals for purposes of sport, wagering, or entertainment.”
This part of Operation Grand Champion was investigated by the United States Department of Agriculture, Office of the Inspector General and the Federal Bureau of Investigation, in coordination with the Department of Justice, with assistance from the North Carolina State Highway Patrol and the Moore County Sheriff’s Office.
The government is represented by Assistant United States Attorney JoAnna G. McFadden of the Middle District of North Carolina and Trial Attorney Erica Pencak of the Justice Department’s Environmental Crimes Section, Environment and Natural Resources Division. The Humane Society of the United States assisted with the care of the dogs seized by federal law enforcement.
An indictment is an allegation based upon a finding of probable cause by a grand jury. A defendant is presumed innocent unless and until convicted.
If convicted, the defendant faces up to five years in prison and a $250,000 fine per count. The investigation is ongoing.

January 13, 2017 UPDATE: Yesterday, the Superior Court of the District of Columbia ruled that UniverSoul Circus must stand trial for alleged violations of the District of Columbia’s Consumer Protection Procedures Act. Judge Marisa Demeo found that plaintiff Melanie Sloan has legal standing to assert her claims based on her testimony that she bought tickets to the circus after reading UniverSoul’s Animal Rights Policy Statement and that she “wouldn’t have bought the tickets had I known this [statement] was a lie.”
In her ruling, Judge Demeo noted that UniverSoul Circus had presented no evidence to support its claim that it works closely with government agencies “to ensure that [its] commitment to a high standard of animal care is upheld.” She wrote, “The Court finds that a jury would not be able to find that Defendants did indeed work with such agencies as there is no indication in the record of such work.”
Commenting on the evidence, she also noted that UniverSoul Circus “concedes that Larry Carden, one of the vendors touring with the Circus when Sloan purchased her ticket, was cited for animal abuse while touring with the Circus.”
“I am very pleased that the court threw out the circus’s attempt to have this case dismissed. At trial, I will have the chance to show that UniverSoul is deliberately attempting to deceive parents like me by pretending to care about animals and yet uses exhibitors who treat them badly.”

Sloan’s lawyers stated that “the law entitles consumers…to truthful information, and the substantial evidence in the case shows that UniverSoul Circus has not been truthful about the neglect and mistreatment that animals exhibited in its shows have suffered.”
April 18, 2016 UPDATE: UniverSoul Circus lost its motion to dismiss a lawsuit concerning the treatment of elephants, tigers, and other animals forced to perform in its shows. According to the court, the plaintiff, a Washington, D.C., mother, provided numerous instances in which animal exhibitors have received citations from the U.S. Department of Agriculture while working with UniverSoul, demonstrating that at least some of UniverSoul’s public assertions may be misrepresentations that constitute violations of the D.C. consumer fraud law, the Consumer Protection Procedures Act.

On behalf of Washington, D.C., resident Melanie Sloan and others, PETA Foundation lawyers have filed a lawsuit in Superior Court of the District of Columbia against UniverSoul Circus alleging a campaign of deceit aimed at hoodwinking compassionate people, who want to do nothing of the kind, into supporting and perpetuating the abuse of animals.

The lawsuit details how Sloan—a legal and communications professional and longtime supporter of animal rights—purchased UniverSoul tickets for herself and her daughter on the basis of dishonest information on the circus’s website. But she discovered that UniverSoul used animals provided by exhibitors with long histories of federal Animal Welfare Act violations, so she and her daughter stayed home on the day of the show. She is now suing UniverSoul on behalf of anyone who bought tickets to the D.C. shows as a result of misleading information provided by the circus.
“UniverSoul knows that kind people like Ms. Sloan will not buy tickets to circuses that mistreat animals, so it deliberately promotes itself as something it is not: a champion of animal rights,” says Martina Bernstein, PETA Foundation director of litigation. “PETA is calling for UniverSoul to make good on its empty animal-welfare claims and end the use of tormented wild animals in its shows.”
Sloan stated, “As soon as I learned UniverSoul mistreats animals, I cancelled my plans to attend the circus. I can’t teach my daughter about the importance of treating animals humanely, but then take her to a show where they are abused.”
On its website, UniverSoul proclaims that none of its animal suppliers has ever been cited for animal abuse while performing with the circus, but PETA has documented that many of them have been cited by U.S. Department of Agriculture inspectors while on tour with UniverSoul. For example, its elephant suppliers, Jorge and Louann Barreda, have been cited for failing to maintain a program of adequate foot care for elephants. (Foot problems are one of the leading reasons why captive elephants are euthanized.) And notorious big-cat exhibitor Mitchel Kalmanson has been repeatedly cited for keeping big cats in cramped transport cages and not letting them out to stretch their legs. One citation was for confining the animals that way for 24 hours a day for at least four to seven weeks at a time. Kalmanson has also been cited for failing to provide animals with veterinary care—including for a limping tiger whose ailment, inspectors noticed, had gone “unrecognized and undiagnosed”—as well as for keeping a chain fastened around a tiger’s neck, causing risk of “injury or strangulation.”
A mentally disabled 18-year-old teen was tied up as four people reportedly beat him and slashed his forehead with a knife while yelling racial insults. The attack, which police say left the young man severely traumatized, was recorded on Facebook Live. Sign this petition demanding that the alleged attackers be vigorously prosecuted.
