A 14-year-old girl was kidnapped by three men and used Snapchat to alert her friends, police say

A 14-year-old girl who was kidnapped in Northern California used Snapchat to share her location with her friends, who then called 911, police said.

The girl met Albert Thomas Vasquez, 55, in Capitola on Tuesday, the San Jose Police Department said in statement.

Vasquez gave the girl drugs and she became incapacitated, police said. He called two other men — 34-year-old Antonio Quirino Salvador and 31-year-old Hediberto Gonzalez Avarenga — to help move the girl in their vehicle.

Vasquez then sexually assaulted the girl in the vehicle, police said. The men drove the girl to a motel in San Jose, where they carried her to a room on the second floor and Vasquez sexually assaulted her again, police said.

While in the hotel, the girl used the Snapchat app on her phone to tell her friends that she had been kidnapped, but didn’t know where she was, police said. Her friends determined her location through the app and called 911.

Once police arrived, they found Vasquez leaving the motel room with the girl inside. He was arrested on charges of kidnapping to commit rape, digital penetration with a child under 14 with force, false imprisonment, lewd act with a child and rape by intoxication or controlled substance.

The two other men — Salvador and Avarenga — were arrested Wednesday on charges of kidnapping and conspiracy, police said.

Snapchat is a social media app that allows users to communicate with others through instant pictures and videos. Friends on the app can choose to share their locations with one another if the app is open, according to Snapchat developers.

CNN has not been able to determine whether the men have attorneys.

U.S. Government Accountability Office (GAO) has gotten the constitutional law exactly backwards. It said that the “faithful execution of the law” – the Impoundment Control Act- “does not permit the president to substitute his own policy priorities for those congress has enacted into law .”

Yes, it does – when it comes to foreign policy.

The Constitution allocates to the president sole authority over foreign policy (short of declaring war or signing a treaty). It does not permit Congress to substitute its foreign policy preferences for those of the president.

To the extent that the statute at issue constrains the power of the president to conduct foreign policy, it is unconstitutional.

Consider the following hypothetical situation: Congress allocates funds to Cuba (or Iran or Venezuela). The president says that is inconsistent with his foreign policy and refuses to release the funds. Surely…

Personal Care Product Chemicals Trigger Breast Cell DNA Damage

There are distressing results from a new scientific study focusing on the adverse health effects from chemicals commonly found in cosmetics and personal care products:  At least two of these chemicals have now been shown to damage the DNA of breast cells–even at low doses*.  The chemicals examined:

(1) oxybenzone (aka the ultraviolet filter benzophenone-3 (BP-3) which is commonly found in sunscreen products and cosmetics with sunscreen protection)

(2) propylparaben (PP), (an antimicrobial preservative found in both cosmetics and personal care products)

*Breast cells contain estrogen receptors and scientists think this is why they may be more susceptible to the adverse effects of these chemicals.

180 Sheep Destined for Slaughter Given Second Chance After Cargo Ship Capsizes

Nearly 200 sheep have a new lease on life after surviving a disaster at sea, and now get to live out their lives in peace at farm animal sanctuaries.

Last November, the Queen Hind cargo ship capsized near the Romanian coast while carrying around 14,000 sheep. All of the ship’s crew members survived, but thousands of sheep lost their lives due to drowning, injuries, and exhaustion.

The ship sinking merely expedited the grim fate of thousands of its passengers as they headed toward Saudi Arabian slaughterhouses. Fortunately, 180 of these gentle creatures withstood the tragic event long enough to be rescued.

The rescuers, also members of animal welfare groups, lobbied for the sheeps’ liberation from the meat trade. Granting their request, Four Paws and their Romanian partner ARCA are working to find sanctuaries to provide homes for the surviving animals.

“We are happy that the Romanian authorities placed the sheep in our care and will continue cooperating with them closely,” said Four Paws Head of the Disaster Relief Unit Jackson Zee. “Shortly after their arrival, our team on-site began to examine them and determine their future care. So far, they are mostly in good condition. Now, they can rest and recover from all the suffering they’ve had to endure recently.”

The sheep are safe at a farm near Bucharest, receiving veterinary treatment. They will remain at the farm until permanent living situations are secured, which shouldn’t be difficult considering numerous individuals and rescues have already come forward to offer new homes for the rescued animals.

For the 180 sheep that overcame the odds, the story ends happily ever after, but for the thousands who died, this tragedy is a powerful reminder that animals are not safe during long-distance transport.

“Our association is shocked by the disaster,” said president of Acebop Mary Pana. “If we cannot protect livestock during long-distance transports, we should outright ban them.”

The easiest way to avoid contributing to such cruelty is to leave animals off your plate and choose plant-based foods instead.
